The TEC is one of many educational institutions under heavy assault by academia over the years looking to recruit and retain researchers and developers. The TEC has been trying a lot to retain its talent over the years but it now comes to a tautology that goes well beyond basic technology and training needs. They are trying to take it a step further and make their application work better as an office or university. A good example coming from the U.S. government’s TEC program is the Electronic Manufacturing Engineer Solutions Service Inc. in North Carolina. After the 2004 financial crisis, some of them decided to run an online training platform for people with college degrees. They also decided to do an online degree at the University of Southern California. However, that experience left nothing to be desired. The TEC had 4 students from their software engineering program and 1 other applicant. One student had completed their pre-U.S. college education and received his or her college diploma. They did not have any university credentials and, after getting their online degree, went back with their computer science degree to study engineering. Later, they needed to go back for another online degree. That was where the technical students met again. They didn’t have any college degrees or internships.
